Protection From Harassment Act 1997

Sections 1 – 7 apply to England and Wales.
Section 1 prohibits harassment.  Section 3 addresses the civil remedy.  Section 4 states that it is an offence to put people in fear of violence.  Section 4(3) however lists the defences.  Section 5 gives details on restraining orders.  Section 6 relates to limitation.

Section 8 – 11 applies only to Scotland.
