Part I applies to young offenders. Sections 1 – 15 relate to secure training orders. This includes the supervision required under a secure training order (s.3), breaches of requirements of supervision of persons subject to secure training orders (s.4), management of secure training centres (s. 6), contracting out of secure training centres (s.7), officers of contracted out centres (s.8), powers and duties of custody officers employed at contracted out secure training centres (s.9), intervention by Secretary of State in management of contracted out secure training centres (s.10), contracted out functions at directly managed secure training centres (s.11), escort arrangements and officers (s.12) and wrongful disclosure of information relating to offenders detained at secure training centres (s.14).
Sections 16 – 18 relate to custodial sentences for young offenders. This includes provisions on the long term detention of young offenders (s.16), maximum length of detention for young offenders (s.17) and accommodation of young offenders sentenced to custody for life (s.18).
Sections 19 – 22 provides details on the need for secure accommodation for certain young persons. This includes provisions on extension of kinds of secure accommodation (s.19), secure remands for young officers (s.20) and management of secure accommodation (s.22).
Section 23 addresses the liability of young persons to arrest for breaking conditions of remand. Section 24 gives details on police detention of young persons.
Part II includes provisions on bail (s.25 – s.30).
Part III applies to the procedural matters in the course of justice. Section 50 gives details on child testimony including video recordings.
Part IV relates to police powers and stop and search (s. 54 – 60).
Part VII includes provisions in relation to obscenity and pornography and videos. Obscene publications and indecent photographs of children (s.84-87) include provisions regarding indecent pseudo-photographs of children (s.84), arrestable offences to include certain offences relating to obscenity or indecency (s.85) and the sentence imprisonment for indecent photographs of children (s.86).
Details on video recordings are given (s.88 – s. 91) which includes the increase in penalties (s.88), the restriction of exemptions (s.89), the suitability (s. 90) and enforcement by enforcing authorities outside their areas.
Part XI covers sexual offences. This includes rape of women and men (s.142), male rape and buggery (s.143) and revised penalties for buggery and indecency between men (s.144).
