Sections 16 – 20 provide powers relating to young offenders. Section 16 includes restriction on the sentence of death. Section 17 sets out restrictions on imprisonment. Section 18 addresses detention in a detention centre. Section 19 applies to attendance at an attendance centre. Section 20 relates to borstal training. Sections 21 – 23 provide powers for persistent offenders.
Section 71 amends s. 71 of the Children and Young Person Act 1933. Section 72 provides the court powers in relation to absconders from approved schools etc.
Part III is a supplemental section (s. 73 – 83). Section 75 provides a power to order detention in a remand centre under s. 67 of the Children and Young Person Act 1933.
