THE BORSTAL RULES 1964

These Regulations make provision for the management of borstals, including the treatment of inmates, the conduct of officers of borstals and the constitution, powers and duties of boards of visitors.  The Regulations revoke all the previous Borstal Regulations, which are listed in Rule 81.

Part I sets out general provisions regarding inmates.  General Regulations are set out (Regulations 1 – 11).  Religion is set out in Regulations 12 – 18.  Other provisions include details on medical attention (Regulation 19 – 21), physical welfare and work (Regulation 22 – 29), education and social welfare (Regulation 30 – 33), letters and visits (Regulation 34 – 37), removal record and property (Regulation 38 – 41), special control and restraint (Regulation 42 – 45), offences against discipline (Regulation 46 – 55) and appellants (Regulation 56 – 60).

Part II sets out provisions regarding officers of Borstals.  Part III provides regulations in relation to persons having access to a borstal.  Part IV sets out Regulations in relation to Boards of Visitors and Part V contains supplemental provisions.

The provisions of the new regulations are similar to previous regulations.  The number of letters which an inmate is entitled to send and receive is increased from one in four weeks to one a week (Rule 35(1)).
