THE BOARDING OUT OF CHILDREN REGULATIONS, 1955 No. 1377
Part I contains general provisions. Regulation 1 provides the scope of the regulations. Regulation 2 specifies persons with whom children may be boarded out. Regulation 3 sets out restrictions on boarding out outside England and Wales. Regulation 4 imposes a duty on the placing authority to terminate boarding out. Regulation 5 empowers the supervising visitor to remove a child. Medical examinations are required before boarding out (Regulation 6) and during boarding out (Regulation 7). Provisions regarding arrangements for medical and dental attention are set out under Regulation 8. Other provisions include reports by visitors (Regulation 9), a requirement for case records to be kept by local authorities and voluntary organisations (Regulation 10), registers are to be kept by local authorities (Regulation 11). Regulation 12 requires information to be given to or by local authorities in certain circumstances. Regulation 13 provides details of arrangements in certain cases as regards children boarded out by one local authority into an area of another. Regulation 14 imposes a duty on the local authority as regards children boarded out by voluntary organisations. Regulation 15 applies to children in the care of a local authority who are boarded out by a voluntary organisation.
Part II sets out provisions that are applicable to boarding out for a period exceeding eight weeks. Regulation 17 addresses prior visits to and reports about foster homes. Regulation 18 requires that particulars are to be given to a local authority about children boarded out in their area. Religious persuasion is provided for under Regulation 19. Other provisions include undertaking to be given by foster parents (Regulation 20), visits during boarding out (Regulation 21) and details on review of welfare, health, conduct and progress (Regulation 22). Special provisions as to children who have ceased to be of compulsory school age are provided for under Regulation 23.
Part III sets out provisions applicable to boarding out for a period expected not to exceed eight weeks in all. This includes details on prior visits to and reports about foster homes (Regulation 25), particulars to be given to a local authority about children boarded out in their area (Regulation 26), undertaking to be given by foster parents or notifications in lieu (Regulation 27), visits during boarding out (Regulation 28), boarding out at intervals with the same foster parents (Regulation 29) and provisions where boarding out extends beyond eight weeks (Regulation 30).
