THE APPROVED SCHOOL RULES 1933 No. 774

The meanings to the terms are set out under Regulation 3.  Provisions regarding management are found in Regulations 4 – 12.  Regulation 4 requires that at least two managers at a boys’ school shall be women and at least two managers at a girls’ school shall be men.  Regulation 10 requires that Managers shall maintain an efficient standard throughout the school including that clothing, maintenance and education is satisfactory.  Accommodation provisions are set out under Regulation 13.

Provisions relating to the appointment of staff are dealt with in Regulations 14 – 17.  The duties of the headmaster are outlined in Regulations 18 – 22.  This includes the responsibilities and expenditure (Regulation 18), the appointment of a principal teacher and how duties are exercised in the absence of the headmaster (Regulation 21) and details when informing parents about the admission of a boy on his arrival (Regulation 22).  Details as to the care of boys’ are given in Regulation 23 – 24.  Provisions include a requirement for a separate bed and suitable clothing (Regulation 23) and dietary requirements (Regulation 24).  School routine provisions are set out in Regulation 25 and provisions regarding education come under Regulation 26 – 27.

Employment restrictions are addressed under Regulation 28.  This provides that no boy shall be employed in such a way to impair his capacity for profiting by instruction and must not be deprived of reasonable recreation or leisure.  There is a restriction regarding the employment of boys under twelve.

Further provisions address religious instruction (Regulation 29), recreation, visits and letters (Regulation 30 – 32) and discipline and punishment (Regulation 33  -  39).  Regulation 34 lists the methods of punishment,

Regulation 35 sets out conditions relating to corporal punishment in boys school.  Regulation 36 applies to corporal punishment in girls schools.

Details requiring the placing out and after care are provided for under Regulation 40 – 43.  Duties of the medical officer are set out in Regulation 44 and duties of the dentist are provided for in Regulation 45.

Other provisions include the notification of illness (Regulation 46), requirements of keeping records (Regulation 47) and the promulgation of rules (Regulation 48).  Regulation 49 requires that the school shall be open for inspection at all times by or on behalf of the school inspector.
