ARRANGEMENTS FOR PLACEMENT OF CHILDREN (GENERAL) REGULATIONS 1991 No. 890
These regulations make provisions for the arrangements for placement of children by local authorities, voluntary organisations and persons carrying on registered children’s homes. These placements are with foster parents, in community homes, voluntary children’s homes or registered children’s homes and under other arrangements.
Regulation 2 sets out the application of Regulations. Regulation 3 provides for the making of arrangements. Regulation 4 sets out the considerations that the responsible authority is to have on making and the contents of arrangements. Further provisions include details regarding the notification of arrangements (Regulation 5), arrangements for contact (Regulation 6), health requirements (Regulation 7), the establishment of records (Regulation 8 ) and the retention and confidentiality of records (Regulation 9). Regulation 10 applies to the register. Other provisions set out the access of guardians’ ad litem to records and register (Regulation 11), arrangements between local authorities and area authorities (Regulation 12) and the application of Regulations to short-term placements (Regulation 13).
